Where's the easiest area in California to obtain a medical marijauna card?

I am from out of state and plan to come to cal and do I need a California I.d. Andor will my outta state I.d. Be ok to get the card and if not I might have a problem at the dispensery right?basically is it easier in l.a. Or is it better and easier somewhere like Oakland ..I know it's like 65 $ in Los Angeles is it that cheap in the bay area!! Hey thanks a lot for any input .
