Could my radiator be frozen or my gaseline or both?

98 plymouth neon, been running hot put water in last.. and then a day later it snowed stayed in house for 3 days went out to start car sound like it wanted to start but didn't. checked the tube that is connect to radiator and it had ice in it, i put warm water in the radiator where the antifreeze go to melt the ice it worked, also i gave it a jump but still nothing. it did not start ( also last time i drove it was a line right before empty) brand new battery just 2months old......What could be wrong?and do i need to buy a whole new radiator and water pump?
