Can I put these fish in a forty gallon freshwater aquarium?

Everything sounds good except the oto's, why would you want so many? I think your over doing it a little with 11, I would say no more than 3 would be best. Also puffers can be really agressive so maybe consider not having those and having more rams and cory's instead.
