Is Louis Farahkan right about the "good" that Gaddafi has done for Libya?

I am sure if you asked this question to the families of those that Gaddafi destroyed, the answer would be no. If you asked the question to those that benefited from his "goodness" it would be yes. So from a third party perspective, no dictatorship is good for all the people.
